Suspicious numbers marked as ‘Police’ in Truecaller

Hi everyone, I’ve just started using Truecaller several days ago. This morning, I received a call from a suspicious number (with 4 7s in a row) so I didn’t picked up. When I went to Truecaller to look up the numbers, the name is ‘Police’ in my language. But I’m sure that police in my country do not work through telephone (they only sent letter to our home when we have to show up at the police station). So I’m wondering if that phone number was of a scammer, and they changed their profile name to Police? Is it possible?
