Shouldn't spammers' spam SMS be blocked?

I keep getting spam sms from known/reported spammers. Shouldn't these messages be blocked?

Hey Fernando,
Quick heads-up: Because of iOS system restrictions, we can’t fully stop messages from being sent. However, you can turn on the message filtering option, and it’ll automatically move them to spam.

Hello Vinutha. Thanks for your reply. I've had the SMS filtering option enabled since I installed Truecaller years ago.

I don't understand where can I see ALL messages that are NOT spam in the messages types list:

Hey Fernando, iPhone SMS app doesn’t have the option to see the messages which are not spam, Since you have enabled the SMS filter option, please go through this article for a better understanding.
