Cannot add a particular person on Family Plan

As the title suggests, I am unable to add a particular family member number under the Family sharing. The number appears in contacts, but not when I try to add them their number does not appear at all. They are not a Premium member, and we are in the same country.

 

Any suggestions would be appreciated.

I think this is the best answer to solve the problem. How can you trust those who are requesting you to inbox them phone numbers and the likes in an age of cyber attacks, cyber bullying and cyber frauds? Use the proven method

- Inbox with your phone number (including the country code) and the numbers you're trying to add. 

- Also a screen recording of the error encountered, if possible.

How do I fix this? I've already paid for the family plan?

same problem, what to do? can't add family member at the same county.

Hi I'm having the exact same issue as the others. User is in my contacts, does not have premium is in the same country but I am unable to add them to my family plan.
